Team boundaries must be created along a traceable value flow and measurable outcome ownership so squad autonomy doesn’t become hollow.

A precise mapping from value streams to outcomes and responsibility boundaries (outcome ownership) is defined.

Complete in this order
- 01Identify 3–7 value streams that drive your most important customer/business outcomes (inputs/outputs, cycle time, bottlenecks).
- 02Define measurable outcomes per value stream and assign concrete outcome ownership (who decides, who delivers, who steers).
- 03For each value stream, determine which capabilities must work together continuously (cross-functional collaboration) and mark expected interfaces.
Deliverables
- Value-stream-to-outcome map including outcome ownership and an interface list.
- Explicit squad boundary rules (what is in scope/what isn’t) based on outcomes and interfaces.
Completion criteria
- Product, engineering, and organization roles formally confirm in writing that the outcomes and interfaces reflect actual collaboration needs.
- Each value stream has at least 1–2 measurable outcomes and a clearly assigned decision authority.
